Sandra Greene Appointed to Governor’s Health Care Affordability Commission

Sheps Center for Health Services Research, has been named an advisory member of the newly established North Carolina Health Care Affordability Commission, created by Governor Josh Stein through Executive Order 39.

The commission, co-chaired by NC Department of Health and Human Services Secretary Dev Sangvai and State Treasurer Brad Briner, will bring together health care leaders, researchers, providers, insurers, and patient advocates to develop solutions that address rising health care costs across North Carolina.

Greene brings more than four decades of experience in health services research and health policy to the commission. Before joining UNC-Chapel Hill, she spent 24 years at Blue Cross and Blue Shield of North Carolina, where she built and led the organization’s health services research program focused on health care utilization, costs, quality, and patient outcomes. She later founded the Carolina Cost & Quality Initiative, which supports research on health care access, utilization, and cost trends across the state.

Her expertise in health planning and hospital services has also shaped health care policy statewide. Greene serves as chair of the North Carolina State Health Coordinating Council, which oversees development of the State Medical Facilities Plan, the process used to guide the growth of hospitals, health facilities, and health services throughout North Carolina.

According to the Governor’s Office, the commission will focus on key issues affecting affordability, including health care transparency, workforce shortages, access to primary care, value-based care models, market competition, and strategies to improve affordability in rural communities.

As an advisory member, Greene will contribute her expertise alongside leaders from health systems, professional associations, academic institutions, and community organizations from across the state.

The commission was established on June 30, 2026, as part of Governor Stein’s efforts to improve access to affordable, high-quality health care for all North Carolinians.
